Joseph Olivera is the co-creator of the agency. He met Waldstein in 2051 in The Eternal War. He is later to be found the cause of Abraham Lincoln's death by not probing the area his was traveling to and becoming fused with a horse. He admits to leaving the note in the cryogenic pod with the word Pandora on it as a clue for Maddy in Day of the Predator and knows about the Blue Bear that has been following Sal through time.
In The Gates of Rome he is revealed to be the co-creator of the Agency.
